I think this is a great suggestion!! The $ limit based on value used with the 14 day movement window wil certainly reduce the amount of blatant misuse of team funds. With this type of rule the management becomes automated as opposed to a body having to monitor actions that appear suspicious. In this case, it is often too late to prevent a team getting robbed of money, and another team jumping from 20 to 30 value in a week or 2. I think this automated approach is more proactive and the "governing body" approach is more reactive.
